A telephone carrier (ILEC) hired us to develop a carrier grade ATM WAN to not only carry all the services that currently went to other carriers, but also to expand them into the role of an interexchange carrier and ISP. While this seems like a normal project on the surface, only 3 of the 14 sites could be reached by road. Some of the sites were so remote and extreme those sites alone would normally be individual projects. We were given a time line of 2 years and discovered that there was not a design, just an idea and directive.
