Simply put, tariffs that worked in the past don't work for packet based technologies.  In most cases trying to follow the old forms will leave you with products that only the completely technologically incompetent will buy.  Experience has taught us that there are very few tariffs for packet based network services that make any sense when relating to the technology. They are not cost effective for your customer and they certainly don't make sense when it comes time to provision them.  What you need, is to develop products and tariffs that reflect the technology and conform to the regulatory requirements.
